Dear Drew,
Thank you for your letter of the 22nd August with comments on the draft Directives to the Force Commander and the C.0.A.0., Hong Kong.
We agree with your suggested amendments to these documents.
As re aras paragraph 1 of the Directive to the Force Commander, however, we assume that if
as now seems probable) there is time for the Directive to be telegraphed to him before he reaches Hongong, this paragraph will be re-drafted in the more usual form of an instruction to him to set up a military Administration in Hong Kong (he
as,
of course, already had this instruction - Admiralty signal No. 131957A of the 13th August, but there seems no reason why it should not be incorporated in this formal Directive).
I am sending copies of this letter to Synnott of the Admiralty and to MacDougall.
